eIDAS (electronic IDentification, Authentication and trust Services) is the European regulation that defines legally valid digital signatures, electronic seals, qualified timestamps and electronic identification services. In force since 2016 and revised in 2024 (eIDAS 2.0), eIDAS establishes that a qualified electronic signature (QES) is legally equivalent to a handwritten signature across the whole European Union.
In Portuguese practice, eIDAS materialises in the Chave Móvel Digital (CMD), a qualified digital-signature solution used by millions of Portuguese, and in qualified cards issued by certification bodies. Contracts, authorisations and regulatory declarations signed digitally through these means have full evidential value, eliminating the logistics of paper, post and archiving.
