The Tax Incentive System for Business Research and Development (SIFIDE II) remains one of the most relevant tax instruments for companies that invest in technology, software, process innovation and technological development.
With the changes introduced by Law No. 21/2023 and by the complementary measures of the Accelerating the Economy Programme, the SIFIDE framework has been reinforced, bringing new opportunities — but also new requirements — for companies.

A tax instrument with a direct impact on reinvestment capacity
When properly framed, SIFIDE allows companies to recover a significant part of the investment in R&D through deduction from the corporate income tax (IRC) assessment, with a direct impact on their financial and growth strategy.
Among the main recent changes, the following stand out:
Extension of the deadline for deduction from the tax assessment from 8 to 12 years
Greater requirements for SIFIDE Funds (minimum holding period of 10 years and minimum allocation of 90% to R&D)
Reinforcement of the increase in ecodesign expenses to 120%
New framework for the Recognition of Suitability, with exclusive assessment by ANI
Simplification of requirements for incubated startups
Transitional regime for newly created entities
These changes reinforce the robustness of the regime, but require a rigorous technical reading to ensure appropriate framing and avoid risks.
